The Bureau of Public Service Reforms (BPSR)says it is ready to conduct a National Public Perception Survey on government reform efforts with emphasis on the Administrative Burden on Ease of Doing Business.
Acting Director-General, BPSR, Mr Dasuki Arabi, said this while presenting the report of the bureau to officials of the Financial Reporting Council of Nigeria on Wednesday in Abuja.
He said that the survey was to check the level of awareness on Ease of Doing Business by Ministries Departments and Agencies (MDAs) and the successes recorded so far.
Arabi said that the bureau was collaborating with the Office of the Vice President to identify and implement the Federal Government’s white paper on rationalisation of government agencies.
He said that the bureau had initiated the review of the Public Service Rules and was working with the Office of the Head of Civil Service of the Federation for a holistic review.
The acting D-G said that the Public Service Rules was due for review and new innovations and technologies that apply to service delivery would be integrated into the rules.
Arabi said that the bureau had deployed self-assessment tools to various MDAs and established an induction programme for new appointees as part of the bureau’s achievement in 2018.
“Every appointed board members and executive secretaries must pass through the BPSR induction programme henceforth, for easy integration into the system and their jobs.
“We have institutionalised the Freedom of Information Act in order to enforce transparency and fight corruption.
“We have also encouraged government to adopt e-government as an instrument for service delivery at all levels,” he said.
He said that a committee made up of former chief executive officers of the bureau had been set up to serve as think-tanks for the organisation.
Arabi said that the major target for 2019 was to improve the quality of service and behavior of public servants.
Responding, Mr Daniel Asapokhai, the Executive Secretary, Financial Reporting Council of Nigeria commended BPSR for the detailed report.
He encouraged BPSR to go ahead with the conduct of the survey on Ease of Doing Business, adding that it would go a long way in boosting the country’s economy.
He said that the induction programme for new appointees should be developed for easy assimilation.
Asapokhai said that it would collaborate with BPSR to develop the FRC code which would serve as a guide to enable investors and traders grow their business.
He explained that the FRC was a Federal Government regulatory agency to promote trade and investment in Nigeria.
