FG redeploys 109 directors across ministries, departments

The Federal Government has approved the redeployment of 109 civil servants on directorate level cutting across all ministries.

In the civil service, those on directorate level are directors who are on Salary Grade Level 17; deputy directors on SGL 16; and assistant directors on SGL 15.

The redeployment of the top government officials was contained in a circular dated February 15, 2021 which was obtained by our correspondent on Friday. 

The circular, which was signed by the Permanent Secretary, Career Management Office, Mahmuda Mamman, on behalf of the Head of the Civil Service of the Federation, Folasade Yemi-Esan, was titled, “Posting of directorate level officers on SGL 15-17 under the pool of the Head of the Civil Service of the Federation.”

“I am directed to convey approval of the Head of the Civil Service of the Federation for the deployment of 109 directorate level officer on SGL15-17 under the pool of the Office of the Head of the Civil Service of the Federation as follows,” the circular read in part.

 A breakdown of the 109 affected officials showed that they include 102 administrative officers and seven professional officers.

In the case of administrative officers, 31 directors; 42 deputy directors; and 29 assistant directors were affected.

For the professional officers, two directors; two deputy directors and three assistant directors were redeployed.

The purposes of redeployment of the officials as indicated on the circular include to fill vacancies, to understudy a retiring official and to deputise for officials.

 The circular, marked HCSF/CMO/EMD/001/S.2/VOL.IV/24, directed that all handing and taking over processes by the officials should be completed on or before February 26,2021.

It added, “Directors of Human Resources Management/Heads of Administration are to render returns on the level of compliance not more than two weeks from the date of this deployment.

“All handing and taking over processes should be completed on or before Friday, February 26, 2021.

 “Any disregard for this deployment shall be treated in accordance with the provisions of the Public Service Rule 030301 (b).” 

The aspect of the rule referred to, which is under Section 3 that focuses on misconduct, identifies refusal to proceed on transfer or to accept posting as a form of misconduct.

The section further defines misconduct as a specific act of wrongdoing or an improper behaviour which is inimical to the image of the service and which can be investigated and proved.

According to the rule, such behaviours can lead to termination of appointment and retirement.

 Copies of the circular announcing the redeployment were addressed to the Chief of Staff to the President, the Deputy Chief of Staff to President, ministers, Secretary to the Government of the Federation, permanent secretaries, and service chiefs/Inspector-General of Police.

Other recipients are the Governor, Central Bank of Nigeria; Chairman, Police Service Commission; Chairman, Code of Conduct Bureau; Chairman, Code of Conduct Tribunal; Chairman, Federal Character Commission; Chairman, Revenue Mobilisation, Allocation and Fiscal Commission; Chairman, Independent National Electoral Commission; Chairman, National Population Commission; Chairman, Independent Corrupt Practices and Other Related Offences Commission; Chairman, Federal Inland Revenue Service; Chairman, National Drug Law Enforcement Agency; Clerk of the National Assembly; Secretary, National Judicial Council; Auditor-General for the Federation; Surveyor-General of the Federation; Chief Registrar, Supreme Court of Nigeria and Directors-General and Chief Executives of parastatals/agencies.
