HOSTCOM seek licences for modular refineries

 

Members of the Host Communities of Nigeria Producing Oil and Gas (HOSTCOM) have urged the Federal Government to issue them modular refinery licences.
This, they believe, will end illegal refining and crude oil theft.

They praised President Muhammadu Buhari for signing into law the Petroleum Industry Act (PIA).

National President, Chief Benjamin Style Tamaranebi, spoke during the commissioning of the Abuja Liaison Office of HOSTCOM.

He urged the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and others to incorporate HOSTCOM’s budgetary provisions in their budgets.

He also requested that HOSTCOM be provided with every project draft of the Environmental Impact Assessment (EIA) to ensure the effective implementation of sustainable development processes.

He wants HOSTCOM to be allowed to monitor every project.

Other demands are for HOSTCOM to be shortlisted in the NUPRC and the Nigeria Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) protocol list.

Tamaranebi requested that HOSTCOM is given the opportunity to participate and assist in providing an environmental field management plan on a field-to-field basis, as well as participate in ensuring the building of cryogenic plants on a build, operate and own (BOO) basis to end gas flaring.

He called for the payment of gas flare funds, and its remittance to be made to HCDT on project development and investment basis for Community sustainable development.

The HOSTCOM helmsman also demanded that they be given licenses to operate modular refineries to end illegal refining and crude oil theft and to have licenses to lift petroleum products for fairness and equity.

“The accomplishment of the aforementioned objectives will inevitably be the foundation that would overhaul the legacy mistakes to improve livelihood and socio-political and economic advancement of the host communities of Nigeria producing oil and gas and citizenry of our great country.

“We are optimistic that the bounty of your benevolence knows no bounds and would be memorable in the annals of HOSTCOM history to the producing oil and gas States in the Federal Republic of Nigeria,” Tamaranebi said.

The Paramount ruler of Nembe Kingdom, Edmond Dakoru, represented by a lawyer, Erenghotie Ansley-Thomas, praised President Buhari for signing the PIA into law.

Dakoru said: “For a government to sign the PIA, which happens to be an improved version of what started in the past, deserves our commendation.

“It takes the political will and commitment on the part of government and the drivers of that sector to be able to do that because several efforts have been frustrated several times.

“Those who are not aware of how previous efforts were frustrated may not see what good we have received by the enactment into law of the PIA.”

He added that the PIA has “spelt out principles for the protection of the environment and address issues of Host Communities (HOSTCOM)”.

He, however, expressed fears that the enactment of the PIA notwithstanding, those operating it could sabotage or compromise it.

“As much as we have a very robust legislation, it is important for HOSTCOM and other stakeholders to collaborate on how to enforce or insist on the thorough implementation of the PIA,” he said
